The Challenge

Logan City Council engaged Essency Consulting to conduct a comprehensive review of its Facilities Management function, with a focus on strategic asset management.

While previous documents and high-level reports had been produced, there was a clear need for a more structured review — including a detailed gap analysis, assessment of current processes and systems, and practical, long-term recommendations to move toward a “good practice” future state.

Council sought support in addressing several key areas:

  • Alignment with strategic asset management principles

  • Long-term financial planning (CapEx vs OpEx)

  • Capital project delivery

  • Reactive vs planned maintenance

  • Technology utilisation (TechOne)

  • Asset registers and condition reporting

  • Methodologies for improving the asset sustainability ratio

Our Approach

Essency’s approach began with a formal scoping session to agree on the methodology, deliverables, and review criteria.

The engagement was structured around:

  • A discovery and investigation phase, including interviews and workshops with Facilities team members, the Enterprise Asset Management System (EAMS) program, and the Sports & Leisure Facilities (SLF) team

  • Detailed review of existing documentation, system usage, and organisational structures

  • Ongoing validation and progress sessions with the Program Leader to ensure alignment and stakeholder buy-in

We focused on identifying capability gaps, inefficiencies, and opportunities to streamline operations — while laying the groundwork for a more sustainable and integrated approach to asset management.

Project Outcomes

Essency delivered a set of actionable, evidence-based recommendations, aligned with best practice and tailored to Logan City Council’s context.

Key outcomes included:

  • A clear gap analysis of current practices against strategic asset management principles

  • Recommendations to improve capital and maintenance planning

  • System-level recommendations to enhance use of the TechOne asset register and maintenance planning system

  • Proposed structural changes to the Facilities Management team to support delivery

  • A roadmap to streamline facilities management processes across the organisation

  • Emphasis on building internal capability to ensure changes are scalable and sustainable

This review provided Council with a robust foundation for continuous improvement, while aligning its facilities function with wider organisational goals and long-term infrastructure needs.
